**Project Background
**- The USAID Programa para el fortalecimiento de las Instituciones de Justicia Penal Estatal (ConJusticia) activity aims to increase accountability and improve citizen confidence in government by promoting greater effectiveness of the Mexican criminal justice system, primarily at the Mexican state level, through the implementation and institutionalization of more efficient justice sector processes, systems, and structures.

The ConJusticia activity will be implemented to achieve the following three objectives:


  • Objective 1: Individual justice sector institutions use data and analysis and streamline internal processes in order to prioritize and fully prosecute higherlevel, serious criminal cases.
  • Objective 2: Justice sector actors within the various institutions collaborate across institutions on policy, operations, resource allocations, information sharing, tools, and processes resulting in improved prosecutions and reductions in impunity.
  • Objective 3: Results of institutional strengthening, collaboration, and reform are sustainable over time through durable partnerships among key local stakeholders (GOM, individual states, civil society, private sector).

Role's Purpose:

The Consultant will s upport the cleansing, processing, gathering and transformation of databases. Ensure data quality and provide a thorough analysis and report of the database quality and structure.

The Consultant will calculate indicators related to the databases provided and will participate in discussions with ConJusticia's staff regarding data used by the project.

Additionally, the consultant will provide technical assistance to build capacity and tools on data analysis for the effective investigation of crimes in ConJusticia's target states.
These activities effectively integrate ConJusticia's three objectives into a process through which institutions progress from increasing their own performance (Objective 1), to collaborating more effectively to amplify results (Objective 2), and finally sustaining the partnerships and political will required to continuously prosecute high-impact crimes and reduce impunity (Objective 3).

The Consultant will also, s upport the processing, data quality assurance, and analysis of institutional databases collected from target counterparts for activity performance indicators, and produce databases status reports.

**2.
Objectives and Duties**The Consultant will carry out the following functions:•Provide technical assistance to develop data analysis models for effective criminal investigations in all target states (depending political will).


  • Provide technical assistance for the implementation of developed models in all target states (depending political will).
  • Implement data cleaning techniques (e.g. removing duplicate values, ensuring uniformity, correcting errors, etc.) and other data cleaning best practices needed to support the target states.
  • Technical accompaniment for the consolidation of the information systematization capacities in at least 5 target states.
  • Support the Monitoring & Evaluation (M&E) and Data Analysis components of ConJusticia with data systematization and data quality reports.
  • Participate in discussions with ConJusticia's staff to review products and incorporate adjustments into revised versions, including participating in pause and reflect session to identify key learning and innovative practices.
  • Incorporate a gender equality and social inclusion approach in their services and deliverables.

Qualifications:

Education : Bachelor's degree in Systems, Economics, Engineering, Data Science, or Public Policies; graduate degree in related field, desirable.

Experience:


  • Knowledge of and at least 3 years of experience in data analysis
  • Knowledge of and at least 1 year of experience in public policies.
  • Knowledge of the accusatory criminal justice system desirable.

Language : Fluency in written and oral Spanish
-
Computer skills : Ability to work with Microsoft Office Suite (Excel high profiency), proficient with R (required), or Python for data analysis, cleansing and data processing. Skill to develop dashboards with Tableau and/or PowerBi is desirable.

  • Solid communication and interpersonal skills.
  • Motivation to work with justice sector operators.
