The Mexico Country Director of the World Justice Project ("WJP") is responsible for providing programmatic and organizational leadership for the WJP Mexico Program and its team members, with the potential to assume broader responsibilities for WJP's growing program in the Latin America and the Caribbean (LAC) region.

Responsibilities include building and strengthening the WJP's national, local and regional network of rule of law stakeholders; managing Mexico-based WJP research initiatives; leading policy engagement and advocacy initiatives in Mexico; leading WJP's efforts to advance the rule of law through strategic convenings at both national and local levels; overseeing fundraising efforts for WJP Mexico-based programming; and managing the WJP Mexico Office.


This position calls for proven managerial skills, an entrepreneurial mindset, strong diplomatic skills, fluency across sectors, and practical experience leading policy-oriented initiatives.

The Director will manage a departmental team based in Mexico City and collaborate closely with senior leaders across WJP departments.

Preference is for the position to be based in WJP's Mexico City office.


Essential Duties and Responsibilities
The Mexico Office Director will oversee the strategic design and implementation of WJP's Mexico Program.

By leveraging existing projects and network relationships in the country and cultivating new partnerships and initiatives, the Director will play a central role in strengthening and broadening the policy influence of WJP rule of law data, research, and insights in Mexico.

Over time, the position presents the opportunity to assume broader responsibilities across the LAC region.


Strategic Leadership Responsibilities

  • Provide programmatic and organizational leadership for the WJP Mexico Program and its team members, collaborating closely with the Executive Director, the Chief of Staff and Operations, and the Senior Management team.
  • Lead the development and implementation of research products within the Mexico Program, ensuring alignment with WJP's strategic priorities in coordination with the Chief Research Officer and the Senior Management team.
  • Lead the development and pursuit of WJP's strategic engagement and advocacy objectives within the Mexico Program, aligning with WJP's strategic priorities in coordination with the Chief Engagement Officer and the Senior Management team.
  • Cultivate, develop, and steward strategic relationships, collaborations, and alliances to advance the WJP's strategic priorities in Mexico and the LAC region in coordination with the Chief Engagement Officer and the Senior Management team.
  • Represent WJP at national, local and regional events involving governments, the private sector, donors, and civil society organizations.

Management Responsibilities

  • Recruit, coach, mentor, and manage a multidisciplinary team based in Mexico City in a vibrant hybrid working culture.
  • Manage the Mexico projects, including the development and maintenance of a work plan, collaborative planning and programmatic integration with other departments;
  • Develop and manage the Mexico program budget;
  • Oversee compliance with all relevant government regulatory and donor requirements for the Mexico Program and Office.
  • Prepare and present regular reports to the Executive Director and Chief of Staff and Operations.

Program Responsibilities

  • Oversee the quality control and coordination of research work and products, including the Mexico States Rule of Law Index, the Open Justice Metric, and other qualitative and quantitative data collection initiatives.
  • Oversee the design, planning, and logistics for public and private events by the Mexico Program at national, local and regional levels, including the launch of the Mexico States ROL Index, the Open Justice Metric and other reports and initiatives.
  • Oversee the coordination, expansion, and stewardship of WJP's network of rule of law stakeholders in Mexico and the broader LAC region, encompassing governments, private sector actors, rule of law development assistance implementers, and civil society organizations.
  • Collaborate with WJP's Senior Management Team to identify and pursue opportunities for new research projects, engagement, and advocacy aimed at promoting the use of WJP data and research insights as well as supporting the implementation of effective rule of law reforms and initiatives at the LACregional, national, and local level.
  • Oversee the development and implementation of methodologies for monitoring and evaluating all activities within the Mexico Program to maximize sustained impact.
  • In coordination with WJP's Senior Management Team, develop and pursue a strategy to enhance a national and regional presence of the WJP Mexico Office, in order to support and increase the foregoing projects and network engagement activities.
