Org. Setting and Reporting
- The Regional Office is primarily responsible for maintaining continuous liaison with States and Territories to which it is accredited, and with appropriate organizations, regional civil aviation bodies and subregional bodies and UN Agencies and Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides technical guidance and assists States with implementation of Standards and Recommended Practices (SARPs) and State Aviation Security Improvement Plans (ASIPs). The Aviation Security Policy (ASP) Section of Aviation Security and Facilitation (ASF), Air Transport Bureau (ATB), is responsible for developing new and amended SARPs relating to the security of the international air transport system; developing and updating Annex 1
- Aviation Security; and managing and overseeing the work programme of the Aviation Security Panel (AVSECP), the Cybersecurity Panel (CYSECP), and their working groups. The Section is also mandated to ensure the continued development of aviation security guidance material, including Doc Aviation Security Manual, and cybersecurity guidance material; and provide support to the Assembly, the Council, the Ad hoc Cybersecurity Coordination Committee (AHCCC) and the Aviation Security Committee (ASC). The Incumbent reports to the NACC Regional Director through the Deputy Regional Director, who will coordinate with the Chief, ASP Section, ASF, ATB. The incumbent undertakes the Regional Office work programme in cybersecurity implementation matters and guidance for ICAO SARPs compliance by States. It is expected that the incumbent works independently, consulting and collaborating with other NACC and SAM Regional Officers. For related functions 1 and 2, the incumbent works under the direction of the Chief, Aviation Security Policy Section (ATB/ASF/ASP). It is expected that the incumbent will consult and collaborate with other ASP staff, and in particular with the Aviation Cybersecurity Officer and with other staff of different ICAO Bureaux, as necessary.
