**Job Responsibilities

  • To establish and train the Human Resources team so they are capable of meeting the Plant Objectives and comply with all pertinent laws.

The incumbents Mayor Responsibilities are:

  • Recruit, Select, Hire, Train, and Develop the necessary people to meet the requirements of Chihuahua Mexico plant.
  • Administer the Salary and Benefit Programs with the Responsibility to contain cost and provide our employees with competitive Compensation and Benefits. Developing market research.
  • Develop an Atmosphere where our employees have opportunities for Self-Satisfaction and Personnel Growth.
  • Provide a Healthy and Safe Environment through monitoring and controlling our Workplace, Health Services, Security, Sports and Social Activities. Foster Emerson values and safetyfirst culture.
  • Establish and administrate recognition program.
  • Monitor compliance with Ethics Standards and with COI (conflict of interest).


  • Administrate NOM 03

  • Manages effective labor relations.
  • Confirms compliance with governmental regulations and audits (social security, tax regulations, and all related matters to labor and legal HR).
  • Maintain and Administer the Human Resource Manual.
  • Update and implement improvement initiatives to reduce employee turnover. Monitor the effectiveness of existing policies, processes, and practices, making recommendations where appropriate to position the organization to attract and retain top talent.
  • Comply with ISO requirements; this applies to all functions in the facility.
  • Calculate and evaluate the cost of the Contract Agreement for budget planning process.
  • Administer, supervise and lead the communication program
  • Develop and manage the procedures to fulfill the security programs in the supply chain according C-TPAT and NEEC.
  • Provide guidance and support on employee relations, performance and disciplinary issues as well as strategic HR support to line managers to ensure that HR strategy and activities are aligned to help achieve business goals.
  • Diagnose HR needs of internal customers and provide advice on the best approach to manage HR related issues.
  • Work with leaders and site HR teams to plan, implement and monitor HR Projects in employee engagement, corporate social responsibility (CSR) and others to improve employee experience.
  • Work with leaders and site HR teams to link employee opinion survey results with employee engagement plans and the employment value proposition.
  • Help to drive Diversity, Equity, and Inclusion initiatives at the site.
  • Offer leadership, coaching, and support to the management team and employees for all Human Resources needs.
  • Help managers develop their team members through career pathing
  • Maintaining budgets and relationships with vendors and consultants
  • Periodically review, document & implement relevant Human Resource policies
  • Gather and analyze data with useful HR metrics, like employee attrition, headcount projections etc
  • Ensure efficient and secure employee data management
  • Assist in audit requirements by sharing data timely
**Basic Qualifications

  • B.A., Psychology, Industrial Relations or equivalent degree.
  • Minimum of 5 years' experience in Human Resource Management.
  • Knowledge and Understanding of the Federal Labor Law and the Social Security Law, INFONAVIT, and other Mexican regulations
  • Understanding of EHS principles
  • High energy level required.
  • Demonstrated ability to influence leaders and peers in a crossfunctional multicultural environment
  • Ability to influence the business and prior work experience in a matrix structure and team environment will be advantageous.
  • Strong project management skills and the ability to manage competing priorities.
  • Excellent interpersonal skills with strong employee service focus and aptitude with a passion for continuous improvement.
  • Excellent verbal and written communication skills.
  • Meticulous and high attention to details and maintains confidentiality in all situations.
  • Team Work concepts experience.
