Objective:


Manage MasterCard's relationships with key policymakers in key markets in the LAC GeoNorth Division and lead the implementation of strategy for enhancing relationships among MasterCard executives and policymakers, ultimately for the purpose of both protecting company profitability and promoting its future growth in the sub-region.

Develop opportunities and mitigate threats for key policy areas, building alliances amongst external stakeholders.


Responsibilities:


Develop and implement regulatory and policy-related strategic plans for key issue areas in the GeoNorth Division of LAC, taking into account the competitive environment, key customers and global perspectives so as to protect and build corporate reputation while enhancing business opportunities/mitigating threats.


Interpret and influence the policy environment relating to key political, regulatory, economic developments in the financial services sector generally, but focusing specifically on payments-related developments.

Assist in development and execution of MasterCard executives' outreach to policymakers, ensuring that external government relations are well choreographed. Represent the company before legislative bodies, regulatory agencies, in close coordination with Legal Department.

To do so, identify and ensure current awareness of key external constituencies, including Governmental & Non-Governmental Organizations and key opinion leaders that may have a positive/negative impact on our business.

Work closely with outside consultants responsible for helping develop the strategy and supporting the execution of the strategy.


Partner with key constituents (internal/external) to determine the most appropriate direction for building relationships and avoiding adverse legislative or regulatory action.

Identify potential threats and opportunities; seek to build alliances and coalitions with key customers and other interested third parties, where appropriate.


Align public policy related goals and activities with business objectives, working closely with Country Managers and others in GeoNorth Division.


Manage multidimensional projects across business units/region, successfully navigating throughout the organization to partner effectively with individuals from other departments and deliver results.


The position will be accountable for identifying, convening and leading internal work groups to evaluate implementation of complicated requirements of new regulation and legislation and/or to analyze pending proposals and associated business and logístical implications; as well as provide updates and communications on prospective and pending regulatory and legislative proposals and policy issues, and the surrounding political landscape to the global public policy team, region counsel, senior management and country managers.


Support Legal Department in managing the timely submission of regulatory filings and developing responses to regulatory requests in a strategic manner, in accordance with internal processes and procedures.


Keep apprised of developments with respect to any proceedings or quasi proceedings with regulators in the GeoNorth Division, with respect to which Region Counsel, LAC directly supports the defense of MasterCard's business interests.

Frequent travel is required, primarily within LAC GeoNorth Division, to meet with policymakers, business people and customers.


Experience/skills required:

Essential Knowledge/Experience/Attributes:


Minimum of 5 years working in public policy, legislative or government affairs position in a corporate, association or governmental context (preferably in payments industry or financial services sector).

Possess good judgment, a creative approach to problem-solving and the ability to function as a team player. Must be able to work independently and as part of a team.

Must possess strong interpersonal skills, be a team player, and show appreciation of diverse cultural methods of working and doing business, in particular for Mexico and Central America.
