1. Context of the position
The Danish Refugee Council (DRC) is an established international non-governmental organization (iNGO) in the protection sector in Latin America. The organization has been present in the region since 2011, when it opened its first operation in Colombia.

Since then, DRC has developed operations in Venezuela and Mexico (2020), and implements through a local partner in Peru DRC also engages in its multi-country programme as well as the Mixed Migration Centre both uniquely focusing on the protection sector across the region, so far.


In 2023, DRC has the ambition to expand its Economic Recovery portfolio, in particular in Mexico, in response to evolving displacement trends with increased opportunities for longer-term socio-economic integration and livelihood for people in the move (Mexico).

This consultancy aims at mapping strategic positioning and related funding opportunities in light of:

  • DRC's added value in the region and as a displacement actor globally;
  • The specific barriers and opportunities facing the people of concern in meeting their basic needs, engaging in decent livelihoods, accessing financial (and other relevant) services and ultimately becoming selfreliant and resilient, and;
  • Host government's and donors' strategies visàvis people of concern in each target country.

2. General presentation of the position


Under the Country Director direct line management, the EcRec Coordinator will be based in Mexico City office with travels within the country, and will be responsible to closely coordinate with the senior program team.

General purpose

  • Analysis of existing programming and identification of entry points to develop integrated Protection-Economic Recovery programming
  • Situation analysis with an eye to identifying economic recovery (livelihoods and financial inclusion) opportunities in transit areas, longerterm integration areas
  • Mapping of relevant government strategies with regards to opportunities for the socioeconomic integration of people of concern
  • Donor mapping (development, private foundations, multilateral banks, etc.)
  • Analyse alliance with private sector and other actors in the sector to improve access to formal employment for displaced individuals
  • Development of one (or several as needed) standard concept note(s) covering the different subsectors of DRC's economic recovery sector (i.e. food security, financial inclusion, decent livelihoods) and integrated programming with Protection as relevant
  • Recommendations on how to approach donors that do not currently fund DRC
  • Recommendations on possible structure (and profile) for a future Economic Recovery team

3. Profile for the position

Mandatory:

  • A minimum of 7 years working in the humanitarian and/or development sector (preferably a mixture of the two) and/or developing knowledge sharing and learning partnerships/collaborations
  • Experience in economic recovery/livelihoods and market systems approaches, preferably in crisis recovery / development contexts will be an advantage
  • Written and spoken fluency in Spanish and English
  • Experience in marketbased Economic Recovery interventions in displacement contexts, particularly in Latin America
  • Context / market assessment and analysis skills
  • Strategy development, in particular in development contexts and with development donors
