    Job Description

    Coordinate and carry out Feasibility Studies for cement operations in large projects ranging from USD 15 million to over USD 600 million in various CEMEX countries or new locations where CEMEX will initiate new cement operations globally. The aim is to determine, through a documented process, the viability and profitability of the Project, while developing the business case for CAPEX approval.

    Main Responsibilities

    • Assess and incorporate new available technologies into Projects to support the net-zero CO2 corporate objective.
    • Identify risks and challenges associated with the Project, assess strengths and weaknesses, potential opportunities and threats, and create strategies for risk mitigation and contingency planning. Identify necessary resources to ensure the successful implementation of potential projects.
    • Define the Project scope, set boundaries, and establish realistic goals. Develop achievable project schedules by setting realistic timelines and milestones.
    • Plan and oversee activities during studies' development, monitoring design progress against approved budgets.
    • Ensure adherence to CMX standards across all organizational areas (technical, procurement, operations, EHS, etc.).
    • Facilitate effective communication between different departments, ensuring compliance with CMX standards based on regulations, policies, and internal guidelines.
    • Establish Project budget, cash flow, execution timeline, technology implementation, and required organizational and technical personnel.
    • Recommend execution strategies, technology types, and organizational structures based on location, local regulations, and political environment.
    • Engage and oversee engineering firms for projects exceeding 15 MUSD.
    • Manage relationships and coordination among Project team members, administrative staff, and senior management.
    • Understand stakeholders' interests and expectations to enhance communication and alignment throughout the Project.
    • Consolidate essential project information and report to CEMEX senior management.

    Position Challenges

    • The primary challenge in this role is to establish a timely and accurate definition of the work scope and design basis approved by stakeholders. Managing aggressive timelines, budget constraints, available information, and influencing other departments.
    • Conduct global CAPEX Studies based on technical platforms and policies to ensure optimal resource allocation and cement technology application.
    • Coordinate diverse and multicultural teams with corporate and local administrative functions during study execution.
    • Develop and implement project strategies for organizational decisions, engineering execution, and contractor selection to optimize Project outcomes and profitability in specific locations.
    • Evaluate and select main equipment suppliers from global and local sources.
    • Ensure long-term competitiveness by leveraging knowledge across regions in large project execution.
    • Deliver studies within specified timelines, budgets, and scope in alignment with client commitments.
    • Stay informed on international and local regulations relevant to study cases.

    Qualifications

    • Bachelor's degree in Engineering. Master's degree is desirable.
    • Minimum 7 years of experience in technical project engineering development. Construction project experience is advantageous.
    • At least 5 years of full project lifecycle experience, understanding various technology methodologies that support project development.
    • 5+ years of collaborating with business stakeholders in a cross-functional environment.
    • Language proficiency in Spanish and English at 100%.
    • Excellent verbal and written communication skills, including experience in presenting to various audiences.
    • Demonstrated drive for results, accountability, people management, and financial acumen.
    • Ability to analyze and present complex technical information clearly and concisely.
    • Proven capacity to manage multiple tasks with varied technical challenges.
    • Comfort working in ambiguous environments and collaborating across departments toward shared business goals.
    • Strong interpersonal skills to influence change and improve performance in a cross-functional setting.
    • Decisiveness in problem-solving, decision-making, and priority identification.
    • Proficiency in tools like MS Project, MS Office, and SharePoint, with basic skills in AutoCAD and 3D model review tools.
