1.

Project Background:


The USAID Programa para el Fortalecimiento de Instituciones de Justicia Penal Estatal (CONJUSTICIA) activity aims to increase accountability and improve citizen confidence in government by promoting greater effectiveness of the Mexican criminal justice system, primarily at the Mexican state level, through the implementation and institutionalization of more efficient justice sector processes, systems, and structures.

The CONJUSTICIA activity will be implemented to achieve the following three objectives:


  • Objective 1: Individual justice sector institutions use data and analysis and streamline internal processes in order to prioritize and fully prosecute higherlevel, serious criminal cases.
  • Objective 2: Justice sector actors within the various institutions collaborate across institutions on policy, operations, resource allocations, information sharing, tools, and processes resulting in improved prosecutions and reductions in impunity.
  • Objective 3: Results of institutional strengthening, collaboration, and reform are sustainable over time through durable partnerships among key local stakeholders (GOM, individual states, civil society, private sector).

Role's Purpose:

The Finance Manager is a key member of the finance team.

S/he will play a pivotal role in establishing CONJUSTICIA financial systems and controls and overseeing adherence to project's Field Operations Manual (FOM), USAID regulations, contract requirements and limitations, financial policies, procedures, and reporting systems.

The Finance Manager ensures compliance of all accounting and financial reporting functions, oversees cost and general accounting, accounts receivable/payable, payroll, risk management, and partner's relationships, audit backup documentation, and directly supervises and supports the project's accounting staff.

S/he will be responsible for cash flow analyses and the overall financial well-being of the project.

The Finance Manager may be called upon to assume main accounting responsibilities when needed or perform any other related duties as assigned during start up.


3.
Objectives and Duties

  • Develop and maintain reports of status of financial management activities (i.e. biweekly, monthly, and quarterly reporting)
  • Responsible for ensuring that any/all contractual financial reporting requirements are identified and complied in a timely and accurate manner
  • Ensure that accounting policies and practices are carried out in accordance with Mexico Tax Code standards, and project internal controls are established and implemented in accordance with DAI policies, USAID rules/regulations and the terms of the contract
  • Ensure that tax reporting procedures are established and well documented to facilitate preparation and submission in a timely manner to Mexican tax authorities and USAID
  • Review monthly reconciliation reports
  • Monitor and submit advance, commitment, and grant reports as applicable
  • Monitor and report on partner/vendor payment schedules and obligations
  • Provide annual budgets of expenditure as well as quarterly forecasts against budget statements (accruals, pipelines, etc.) as applicable
  • Conduct daily reviews of backup documentation to ensure completeness, accuracy, and full compliance with all regulations and the Field Operations Manual (FOM)
  • Ensure adequate backup documentation is uploaded to relevant system according to set deadlines
  • Review wire requests for field project implementation
  • Conduct regular cash flow analyses to ensure availability of funds and the accurate maintaining of bank balances
  • Responsible for accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments
  • Ensure the timely deposit of cash receipts
  • Responsible for ensuring petty cash is maintained at a feasible level for operational activities and that petty cash procedures are followed
  • Ensure the safeguard of bank checks and cash receipts
  • Maintain file management systems for soft and hard copy documentation
  • Establish guidelines for maintaining subgrant and other partnership files and activities as applicable
  • Maintain files on grant/procurement/subcontractor documents and modifications as applicable
  • Responsible for ensuring project asset inventory report is balanced against the general ledger prior to submission to USAID
  • Direct the schedule of financial activities to ensure the timely preparation of budget related reports
  • Supervise periodic cash counts
  • Ensure nonbillable expenses are thoroughly reviewed and are kept to a minimum
  • Follow and maintain procedures to ensure accurate and timely payment of travel advances, and reimbursements for staff and partner travel
  • Other duties as may be assigned by the Finance and Administration Director to ensure achievement of operations and finance objectives
