T he USAID ConJusticia (Programa para el Fortalecimiento de Instituciones de Justicia Penal Estatal) Ac tivity aims to increa se account ability and improve citizen confidence in government by promoting grea ter effec tiveness of the Mexic an criminal jus tice sys tem, pr imarily at the Mexican s t a te level, through the implement a tion and ins t i tut ionaliza t ion of more efficient jus tice s e c tor processes, sys tems, and s t ruc tures.

ConJusticia wi ll be implemen ted to achieve the following three objec t i ves:


  • Objec tive 1: Individual jus tice sec tor ins t i tutions use data and analysis and s t reamline internal processes in order to prioritize and fully prosec u te higher level, serious criminal c ases.
  • Objec tive 2: Jus tice sec tor ac tors wi thin the various ins titut ions collabora te across ins titu tions on policy, opera tions, res ource alloca tions, informa tion sharing, tools, a nd pr o cesses resulting in improved prosecutions and reduc tions in impunity.
  • Objec tive 3: Resul ts of ins titut ional s t reng thening, c ollabora tion, and reform a re sus t ainable over time through durable par tnerships among key local s t akeholders (GOM, indi vidual s t a tes, civil socie t y, priva te sec tor).

The Leverage Information Specialist will provide technical assistance to build capacity and tools for the effective use of data in strategic decision making to improve the institutional skills around the data science in ConJusticia's target states.

These activities effectively integrate ConJusticia's three objectives into a process through which institutions progress from increasing their own performance (Objective 1), to collaborating more effectively to amplify results (Objective 2), and finally sustaining the partnerships and political will required to continuously prosecute high-impact crimes and reduce impunity (Objective 3).

The Data Analysis Specialist will also support the processing, data quality assurance, and analysis of institutional databases collected from target counterparts, and produce databases status reports.

ES**•Follow-up of technical assistance activities to strengthen the capacities of prosecutors and courts to record information.


  • Develop accompaniment and coaching in the development of new skills for the analysis of information with the beneficiary institutions of the program, implementing data cleaning techniques (e.g. removing duplicate values, ensuring uniformity, correcting errors, etc.) and other data cleaning best practices, as needed.
  • Prepare reports of activities in process or completed by the information analysis component, as well as concentrate the breakdown of the results obtained during the monitoring.
  • Coordinate with the M&E area to monitor data that reflects the results and impact of ConJusticia in the institutions.
  • Provide inputs on the deliverables that will be requested from the specialized consultants for the strengthening of institutional capacities.
  • Support the Leverage Information Leader in discharging their own functions, including but not limited to providing support to all technical and cross-cutting divisions of the ConJusticia with data systematization and data quality reports.
  • Any other as required by the Leverage Information Leader or the Deputy Chief of Party.

Education : Bachelor's degree in Data Science, Systems, Engineering, Physicist, Mathematician, or Public Policies; graduate degree in related field, desirable.

Experience:


  • Five years of work experience demonstrable.
  • At least 3 years in the same or similar position working on Data Science projects, working with R, Python and/or SQL.
  • Two years of experience in information viewers such as Tableau and/or PowerBI.
  • Two years of experience in public policy projects or government sector.
  • Knowledge of the accusatory criminal justice system desirable.

Language:


  • Fluency in written and oral Spanish (required)
  • Familiarity in written and reader English (preferred)

Computer skills:


  • Ability to work with Microsoft Office Suite (excel advance);
  • Proficient with R, Rstudio, Python, Jupiter, SQL, MySQL, and/or SQLserver for data analysis, cleansing and data processing;
  • Ability to work with PowerBI and/or Tableau.

Personal skills:


  • Solid communication and interpersonal skills.
  • Motivation to work with justice sector operators.
  • Willingness to travel frequently and extensively within Mexico.
