    Proposal Summary:

    MSI is pursuing the anticipated USAID/Mexico Crime and Violence Prevention Activity, valued at up to $25 million. Working in close coordination with USAID/Mexico, the activity will address causes of violence and crime in Mexico by working with local governments to increase community resilience towards violence and rebuild confidence between citizens and local governments.

    Position Summary:

    The Deputy Chief of Party-Operations (DCOP-Ops), under the overall direction of the Chief of Party (COP), will oversee and manage operations for the project and will supervise and/or work in close collaboration with human resources, operations, finance, logistics, security, and procurement staff ensuring these functions align with and fully support programmatic priorities and objectives. The ideal candidate will support the COP and technical leadership to ensure that project activities are responsive to the Mexican context and to USAID objectives for the project. This will be a full-time position based in Mexico City, Mexico. This position is contingent upon award.

    Responsibilities:

    Reporting to the COP, the DCOP-Ops will be responsible for day-to-day operational and administrative tasks supporting the activity, human resources, financial, security, grants and subcontracts, procurement and logistics functions

    • Oversee project operations, including human resources, grants/subcontracts, finance, budgeting, property, logistics, procurement, security, and general office administration.
    • Supervise the project's daily financial operations, including cash flow management; timesheet recording; reporting to USAID on the financial aspects of the project; and daily monitoring of obligations, budgets, and expenditures, coordinating with MSI's headquarters staff as needed.
    • Ensuring that implementation is efficient and compliant with USAID and MSI regulations and procedures, monitoring adherence with required procedures and assuring fair and good practice standards, coordinating as needed with MSI's headquarters staff.
    • Oversee grants under contract, sub-contracts, and commodity procurement in in line with USAID regulations.
    • Ensure compliance with relevant/applicable local laws and regulations.
    • Contribute to planning, monitoring, and reporting as directed.
    • Provide capacity building and/or training to staff and supervisees as needed, while keeping informed regarding political, legal, and economic situation.
    • Maintain a strong understanding of the program's technical and programmatic elements to support activity development or other technical aspects of the project as directed by the COP.
    • Serve as acting COP when needed.

    Qualifications:

    • A bachelor's or master's preferably in international relations, business administration, finance, or other relevant fields, or equivalent experience.
    • At least five (5) five years, with a bachelor's, or at least seven (7) years without a bachelor's degree, of relevant experience in progressively responsible roles on USAID or other donor funded international programs that include operations management, strategic planning, program management, resource management, finance, and budgeting.
    • A minimum of (3) three years of supervisory experience is required.
    • Experience overseeing procurements and service contracts in compliance with donor regulations, with demonstrated understanding of applicable regulations and best practices related to human resources, i.e., financial management and reporting, procurement processes, and grants management. Experience with USAID-funded programs is preferred.
    • Experience managing subcontracts, grants and/or grants under contract (GUC) is required.
    • Prior experience in Latin America is required, with experience in Mexico strongly preferred.
    • Fluency in written and oral English and Spanish are required.
